Hello, Purchased a 2006 Cayenne Turbo S two months ago and I'm starting to tune it up. Is it okay to use a Fuel System Cleaner like Lucas, Techron or Gumout? This is my first Porsche and I'm trying to learn what I can and can not use in these engines.

I add a 20oz bottle of the Techron to a full tank of gas in my wife's 2009 Cayenne just before every oil change is due. I've done this for many years.
Try to use nearly all of that tank of gas before you change you refill with gas. Then change you oil. If you look at the color of your oil before you've added the Techron fuel system cleaner, and after that tank of gas has run through your vehicle, check the dipstick and you'll see your oil is substantially blacker. So, its cleaning out something in only 400 miles.
For more than 10 years, I've also added Techron to my Porsche 1999 C4 before every oil change at 5K miles (it's my daily driver so I do 2 or 3 oil changes a year).
Techron won't hurt the vehicle, and does significantly improve how it runs, especially if you've not used it before. But always add it, and let it run through, just before your oil change (not after, or mid way through an oil change cycle).
There were a lot of issues with the advent of fuel injection across all manufacturers. Aftermarket fuel additives helped by keeping the injectors clean and functional. Techron was the most effective and recommended. The gas providers quickly got the message and started adding more additives to their gas products. Dirty injectors became a minimal issue and the need to add aftermarket fuel additives decreased dramatically. My experience supports this. I used to add Techron regularly and then slowly stopped with absolutely no issues. I haven't added any Techron in well over a decade and have never had any symptoms of fouled or sticking valves. The injectors in my old Ford Explorer became noisy and in need of replacement, however I think that was because of normal wear after over 200,000 miles.
Per #6, above, it depends on here you buy your gasoline. Even regularly purchasing Chevron gasoline I find my vehicles benefit from Techron before the oil change. At least after on take of gasoline with Techron, the oil is noticeably dirtier. It's cleaning something.
Per #7 above, depends on altitude, in part. Check the air filter, clean the injectors, fuel system and the usual suspects.
