We ordered a Cayenne Hybrid as a custom build in 2012. However, the dealer showed us where they changed a car they had on order for their own inventory to our order. We were never told anything like V200 Status. We were shown "Expected Build Week". From the expected build week to actual delivery it was about 10 or 11 weeks.
Not sure why the dealer would have any reason to sandbag you. Keeping you properly informed manages your expectations, and managing your expectations and keeping you happy is important to them. According to a post on rennlist, when the status changes from V200 to V250 you can no longer make changes. That seems to match with what your dealer said about their being limited time to make any changes.
